If the legislature is truly going to study the issues and environmental effects of large feedlots, a limited moratorium on new or expanded large feedlots is appropriate. It is better to err on the margin of public safety when we don't know what the effects of huge feedlots and manure pits are on the environment. A moratorium should be as narrow as possible, temporary in nature, and given a sunset clause so as to force action on the issues.
