The Final Submission
Below is the letter Roger sent along with his "final" submission of documentation to the United States Department of State Passport Office in Seattle, WA. In addition, many of the documents tmenselves have been scanned and placed online and are linked to the reference to them.
On November 15th 2000, I went to the Government Center and submitted my birth certificate and passport pictures. I brought along a handful of other documents to back up my birth certificate, but was assured that my birth certificate was enough documentation.
A few weeks later, on December 7th (the letter was dated December 6th and is enclosed in package) a letter arrived requesting an early public record and suggested that I use the original document that I had used to file the "delayed" birth certificate. This was done with a certified copy of my school records (I have enclosed a copy for you-your department has the certified copy). My mother also added a plea in the form of a Christmas card (hoping she could appeal to the human side of this department (silly her) appeal with a mention of my grandfather (grandpa was a war hero and a prisoner of war in WWII) and father’s service (honorably discharged from the intelligence branch of the army) in the armed services. On December 21, 2000, a letter arrived (see package) requesting even more information. My mother helped me gather much of this info, since I had really no way of knowing how to go about it.
To date, besides the information already sent, this information includes:
- Another certified copy of my (Roger Joseph Davidson’s) birth certificate.
- A certified copy of Jennifer Claybourne’s birth certificate (my half-sister)
- A certified copy of Miranda Davidson’s birth certificate (my full sister from the same father , William Guy Chaplin) and the same mother (Dorothy Esther Claybourne nee Davidson).
- A notarized affidavit from the day care director with an attached copy of the original enrollment record.
- A notarized affidavit from my half-sister Jennifer Claybourne, who has known me all of my life.
- A notarized affidavit from my foster sister Lisa Sue Robinson, who has known me all of my life and was an eye-witness to my actual birth.
- A notarized affidavit from Jeffrey Ellis Garetz, who was a neighbor and videotaped my birth.
- A notarized affidavit from Anne Froehlich, who was the mid-wife who delivered me and through a misunderstanding did not register my birth (she thought my parents were going to do it and they thought she was going to do it and they were all so taken by the moment of the birth that none of them questioned the other.) There were, in all, sixteen people in attendance at my birth.
- A notarize medical certificate of my shot records (they used the name Claybourne since that is my mother's last name).
- A notarized medical certificate of my medical records. I was an extremely healthy child so there were not many records.
- A copy of my father’s birth certificate (William Guy Chaplin).
- A copy of my mother’s birth certificate (Dorothy Esther Claybourne).
- Articles in newspapers-local and national and a magazine (People).
- A signed copy of the express mail that according to the receipt was received 12-19-2000.
- A copy of my voter registration.
- A picture of a young me with my mother and then Minnesota governor Arnie Carlson.
- A collage of my birth, which includes sisters, brothers, father, mother, midwives and other relatives.
- An enlarged copy of my drivers license.
- Two essays written for High School classes by attendants at my birth.
This material was collected to show that I am indeed a citizen of the United States of America. I have also been asked for impossible things, like rent receipts from 22 years ago. Both the bank my parents banked at the time and the new property owners let us know that they did not keep records for more than seven (7) years. However, you will note in the many affidavits sent to you the people have attested to my having been born at the address at which I have claimed to be born.
My mother has also sent thirty-five dollars ($35.00) for expediting my passport should you see fit to send it.
As the youngest of fifteen (15) siblings, you can imagine my and my family’s shock at what seemed to be a request for excessive information. All of us are American citizens.
I do not understand why someone cannot accept a certified Minnesota birth certificate. What is it worth? Are they going to deport me, because they think me, my family and all the people who know me, are lying to you? I have informed my Congressman, Martin Sabo, and my Senator, Paul Wellstone, of what is happening to me. I know my Senator has written to you and my Congressman says he will go to bat for me, should you turn me down, after all this information was sent to you. No one, not my parents nor I nor our many friends nor all the people in the bureaucracies (school record department, birth record department, postal services) we have talked to understand how this can happen in the United States of America, where one of the benefits we have is freedom to travel.
If you can help me, I would be ever so grateful. I am also sending along some of the copies I am gathering to send out to Washington’s branch of the State Department.
I have a week’s vacation. I have been working since I was sixteen and I would like to travel a bit and see the world. I want to be a writer and am hoping to gain some world experiences, before I put down on paper my ideas. I am hoping to leave at the beginning of April 2001.
